'Mental illness is Europe's unseen killer' says European Commissioner for Health and Consumer Protection

Markos Kyprianou, European Commissioner for Health and Consumer Protection, has called for mental health to be given a higher political priority in Europe. Speaking ahead of the WHO Ministerial Conference on Mental Health, which opens in Helsinki today, Mr. Kyprianou called mental illness "Europe's unseen killer" and emphasised his determination that the EU should do more to promote good mental health. Mr. Kyprianou will address the closing session of the conference on 14 January and attend the signing of the Mental Health Declaration for Europe. The Commission's key role in the Helsinki conference is the culmination of several years of cooperation with WHO Europe. The Commission is preparing an EU strategy on promoting good mental health.

Commissioner Kyprianou said: "Mental illness is just as deadly as physical illnesses like cancer. More Europeans die from suicide each year than are killed in car accidents or as a result of murder. Yet mental health receives surprisingly little attention - you could say mental illness is Europe's unseen killer. I am determined to change that."

Around 58,000 people in the EU die each year as a result of suicide or self inflicted injury. This compares with around 50,700 deaths per year as a result of motor vehicle traffic accidents and around 5,350 as a result of murder or homicide. [1]

Most suicide deaths are linked to mental illness, and in particular depression. 15% of people who suffer severe depression commit suicide, whilst 56% attempt suicide.

Promoting good mental health

Mental health is one of the priority issues addressed by the EU's Public Health Programme 2003-2008 (see IP/03/393). The EU is funding a number of projects under this programme to help better understand the causes of mental illness and identify interventions that can help prevent it. An overview of these projects and other related activities in provided in a new brochure Action for Mental Health. In 2004, the Commission also published reports on the State of Mental Health in the European Union and Actions Against Depression. These three reports will be available to delegates at the Helsinki Conference.

Results from EU funded projects, the conclusions of the Helsinki conference and earlier EU political discussions on mental health will feed into an EU Strategy on Mental Health which is being developed by the Commission. The Commission hopes to launch a consultation on this strategy towards the middle of this year.
