"No End In Sight" To Partisan Conflicts Over Health Care Costs, Opinion Piece States
Increases in health care costs "continu[e] inexorably, and ideological differences between Democrats and Republicans are helping" increase costs, Roll Call Executive Editor Morton Kondracke writes in an opinion piece. Douglas Holtz-Eakin, former director of the Congressional Budget Office, says that health care could account for 88% of the gross domestic product by 2050, compared with 16% today, Kondracke writes. Kondracke says, "The Bush administration has proposed an agenda to make health care more consumer-driven, but chances are it may win passage of only one item this year" -- a bill that would allow small businesses to form association health plans. In addition, while Republicans are "encouraged" by the progress of the Medicare prescription drug benefit, Democrats are pushing for changes to the program that would allow Medicare to negotiate drug prices with pharmaceutical companies. "If Democrats win control of Congress," they likely will pass such a measure or call for a study of the proposal, but "it likely will be vetoed by President Bush," according to Kondracke. The conflicts between Democrats and Republicans on health care issues have "no resolution in sight," Kondracke says, adding that in the meantime, "the twin crises afflicting health care -- inexorable increases in both costs and the number of uninsured -- are likely to continue unabated, posing a long-term threat to the economy and the nation's health" (Kondracke, Roll Call, 5/4).
