44% of Likely California Voters Support Parental Notification Ballot Initiative, 48% Oppose, Poll Finds
About 44% of likely California voters support a November 8 special election ballot initiative that would require abortion providers to notify parents of minors seeking abortion and 48% oppose it, according to a statewide... poll released on Wednesday by the Public Policy Institute of California, the Los Angeles Times reports (Sallday, Los Angeles Times, 8/25). The initiative -- known as Proposition 73 -- would amend the state constitution to require health care providers to notify parents or guardians 48 hours before they perform an abortion on an unmarried minor and includes exceptions for medical emergencies and when a parent or guardian signs a waiver allowing the procedure to happen sooner. The amendment also states that abortion providers would have to keep statistics on the number of abortions performed on minors and that failure to comply with the regulations could result in civil fines (Kaiser Daily Reproductive Health Report, 8/15). The survey of 2,004 adults living in California -- which gauged reaction to a number of ballot initiatives and other issues -- also found that 70% of respondents would be opposed to a court ruling that overturned Roe v. Wade, the 1973 Supreme Court decision that struck down state abortion bans. There were 988 likely voters who participated in the survey, which was conducted from Aug. 8 to Aug. 15, and the margin of error was plus or minus two percentage points for the entire sample of respondents and three percentage points for likely voters (Los Angeles Times, 8/25).
