AMA Releases Legislative Recommendations To Congress, Including Proposal That Would Postpone Repeal Of Medicare Physician Payment Formula
The recommendations state that "if immediate repeal of the SGR is not possible, Congress must establish by law ... a date certain" for repeal. One proposal would postpone the repeal until 2016. The groups recommended that in place of the SGR, Congress implement an annual update system based on changes in the costs of delivering physician care. They also recommended "modest" annual physician payment increases until the SGR formula is repealed, CQ HealthBeat reports.
Other proposals include:
Providing "positive financial incentives" to encourage physicians to use practices intended to make health care spending more efficient, such as adopting health information technology;
Creating programs to compare physicians' care practices to those of their peers to determine utilization of certain services and eliminate geographic variations in care;
Allowing physicians to share in Medicare savings from "care coordination" programs that eliminate unnecessary hospitalizations; and
A re-evaluation of a Medicare program that offers incentives to physicians who report data on the quality of the care they provide (CQ HealthBeat, 5/17).
