Appointments to the NHS Pensions Agency Special Health Authority UK

UK Health Minister John Hutton today welcomed the appointment of a Chief Executive and non-executive team to the board of the new NHS Pensions Agency Special Health Authority.

Mr Hutton said:

"I am delighted that most of the senior appointments to the NHS Pensions Agency Special Health Authority have now been made. The Chair and Chief Executive, Basil Jeuda and Alan Stuttard, have a wealth of NHS and finance experience to bring to their roles. The non-executive team comes from a range of different backgrounds, providing the new board with complementary skills and experience for the task ahead.

"They have an important and daunting job, responsible for the development of the largest occupational pension scheme in Western Europe, serving more than 1.1 million active members, half a million pensioners and 11,000 employers. The annual turnover of £7billion demonstrates the scale of the task."

The Chair of the NHS Pensions Agency, Mr Basil Jeuda said:

"I am delighted to have this new team in post. I believe with the appointment of Alan Stuttard and the non-executives we have a very strong team to take matters forward. I do not under-estimate the size of the task we have to undertake. It is an enormous job, and one of great importance to present and past members of staff within the NHS. I look forward to working with the new board in the future."

Notes to editor

The appointment of the chair and non-executive board members was made by the NHS Appointments Commission. As chair of the Special Health Authority Basil Jeuda will receive remuneration of £25,000 per annum for a time commitment of two days a week. Remuneration for non-executives will be £5,426 for approximately 2 days per month. Alan Stuttard's appointment as Chief Executive was made by the Department of Health.

The Chair - Basil Jeuda

Aged 65, Basil Jeuda was previously chair of Mersey Regional Ambulance Service Trust from August 1999 to October 2003. Prior to this he had NHS experience as a member of Cheshire Area Health Authority (1978-1982) and Macclesfield District Health Authority (1981-1985).

Mr Jeuda has had a long career in the private sector, in particular in financial management. From 1985-1996 he was Managing Director of INWARD (The Regional Development Agency for North West England - attracting overseas inward investment). From 1972 - 1980 he was employed as a banker with N M Rothschild & Sons, Merchant Bankers. Between 1981 and 1985 he was also a member of Cheshire County Council, including a spell as Leader of the Council. He has declared political activity on behalf of the Labour Party.

The Chief Executive - Alan Stuttard

Alan Stuttard is 46, and is currently Finance Director at Lancashire Teaching Hospitals NHS Trust. His career background is largely in NHS finance in the North West, having joined the Service as a Regional Finance Trainee in 1975. He was previously Finance Director at Preston Acute Hospitals NHS Trust (1993-2002) and Chorley and South Ribble NHS Trust (1998-2002), and he has private sector experience as a consultant with Price Waterhouse (1984-1986).

Non-Executives

Susan Achmatowicz

Susan Achmatowicz is 49 and lives in London. She is currently a non-executive director of British Waterways, where she has been chair of the pension fund since January 2002. She is also the owner of Britain's leading cycle tourist specialists, "Country Lanes". This has involved her in advisory and project manager roles working for The Princes Trust, Virgin Trains, and the British Tourist Authority. She has declared that she is not politically active.

Tony Gick

Tony Gick has a lengthy career background as a manager within the the National Health Service, mainly in the North West. He was Chief Executive of Tameside and Glossop Health Authority from 1985 to 1993. From 1993 to 2000 he was Chief Executive of South Lancashire Health Authority. During the reorganisation of the NHS "Shifting the Balance of Power" he worked on the development of the Strategic Health Authority for Cumbria and Lancashire and latterly carried out consultancy work in the NHS. Mr Gick is 58 and lives in Leyland, Lancashire. He has declared that he is not politically active.

John King

Until his retirement in 2002 John King was Corporate Development and Resources Director, and a full board member at Abbey National Plc. Previously he was Human Resources Director at Abbey National. He is currently a Non-executive director of the Sector Skills Development Agency and ENTRUST (Environmental Trust scheme regulatory body), and is a Director of the Abbey National Pension Schemes. He has also recently been appointed as a non-executive board member of the NHS Professionals Special Health Authority. Mr King is 58 and lives in Bedfordshire. He has declared that he is not politically active.

Rosemary Mounce

Rosemary Mounce has a long career background in pensions. Her past postings have included being Pensions and Benefits Manager at Geest PLC, UK Pensions Manager at the Marconi Corporation PLC, and most recently Chief Pensions Manager for the Universities Superannuation Scheme. She is currently a member of the editorial board of "Pensions World" and is on the Benefits Council of the National Association of Pension Funds. Mrs Mounce is aged 51 and lives in the Wirral. . She has declared that she is not politically active.

Karin Norman

Karin Norman is 38 and lives in London. Her career has been in finance management and investment banking in New York and London. She is currently a Director of Structured Products Marketing with Citigroup Global Markets Ltd. Previously she held a range of senior positions with JPMorgan Securities Inc., and prior to that with Merrill Lynch International and Morgan Stanley International. She has declared that she is not politically active.

The NHS Pensions Agency Special Health Authority

The change of status of the Pensions Agency to become a Special Health Authority arises from recommendations made in the Quinquennial Review of the Agency. The change is consistent with the Government's policy of devolving responsibility to the NHS. The change took place on 1 April 2004. The new Special Health Authority has a corporate board with a lay majority. As with other Special Health Authorities, the board will be responsible for the overall strategy of the organisation, and will be accountable to Ministers for its actions. It will be required to agree an annual business plan with the Department, and must produce proper financial returns and an annual report to be presented at an annual public meeting.

All staff at the Pensions Agency have been affected by the change of status, with the majority transferring into the new Special Health Authority. The majority of existing staff have become NHS employees, rather than civil servants. A small number of policy staff dealing with NHS pensions issues will remain in the Department of Health. This is regarded as a transfer of function, and as such, the principles of the Transfer of Undertakings (Protection of Employment) Regulations ("TUPE") have been followed. The work of the new Special Health Authority will remain located at the existing Agency headquarters in Fleetwood.

Special Health Authorities have been set up to provide a national service to the NHS or the public, under Section 11 of the NHS Act 1977. They are independent, but can be subject to Ministerial direction like other NHS bodies.
