Association Health Plans Would Undermine State Health Coverage Laws, Report Says, USA
Association health plans would undermine state laws that require health plans to cover certain treatments and procedures and would not do much to help uninsured U.S. residents, according to a report released on Thursday by the... BlueCross BlueShield Association, the American Diabetes Association, the American Academy of Pediatrics and other groups, CQ HealthBeat reports (CQ HealthBeat, 5/12). The House Education and Workforce Committee in March voted 25-22 to approve a bill (HR 525) that would allow small businesses to form AHPs across state lines. The legislation would exempt AHPs from state laws that require health plans to cover certain treatments and procedures (Kaiser Daily Health Policy Report, 3/17). According to the report, AHPs would undermine state laws that limit employer health insurance premium rate increases and require external reviews of claim denials. In addition, AHPs would not have to meet solvency standards required by states, and some AHPs might not have adequate cash reserves to cover claims, the report said. Opponents also maintain that AHPs would "cherry-pick" the healthiest individuals to cover, which would remove them from the larger risk pool and lead to increased health insurance costs. "Rather than lowering premium costs, research has found that a majority of small businesses will see their premiums go up under AHPs," Debra Ness, president of the National Partnership for Women and Families, said, adding, "Far from expanding coverage, AHPs could actually increase the ranks of the uninsured." However, according to supporters, AHPs would make health insurance more affordable for small businesses and could expand access to health care. Kate Sullivan Hare, executive director of health policy at the U.S. Chamber of Commerce, said that AHPs would have to provide comprehensive benefits to compete with other health plans currently available. In addition, AHPs would have to obtain certification from the Labor Department and pay annually into a fund to cover the claims of AHPs that became insolvent (CQ HealthBeat, 5/12).
