COST And Ibero-America - Cooperating With The Scientific Communities Of Non-COST Countries On The Basis Of Mutual Benefits

In line with its strategy of cooperation on a world basis COST has always been open to cooperate with the scientific communities of non-COST countries on the basis of mutual benefits. In this framework new and interesting possibilities for COST are presently under study to develop an association with the Iberoamerican Programme, CYTED (Ciencia Y TEcnologia para el Desarrollo) (Science and Technology for the Development), a multilateral programme involving 21 countries (Argentina, Bolivia, Brazil, Chile, Colombia, Costa Rica, Cuba, Dominican Republic, Ecuador, El Salvador, Guatemala, Honduras, Mexico, Nicaragua, Panama, Paraguay, Peru, Portugal, Spain, Uruguay and Venezuela.). For this purpose Mr Luis Delgado, COST Spanish National Coordinator and member of the JAF Group of the CSO, has been asked to act as a Rapporteur for this initiative.

At the invitation of Mr. Fernando Aldana Mayor, Secretary General of CYTED, Professor Francesco Fedi, President of the COST Committee of Senior Officials (CSO), participated in the “Foro Iberoamericano de Ciencia, Tecnologia, Empresa y Sociedad” (FIBECYT) ( Latin American Forum of Science, Technology, Enterprises and Society) held from 4 to 8 December 2006 in Buenos Aires.

Professor Fedi took the occasion to meet on 2 December Professor Araceli Proto of the University of Buenos Aires and participant in the COST Action P10 “Physics of Risks” to examine ways sto increase the participation of the Argentinian scientific community in COST Actions and Dr. Gabriele Paparo, Scientific Advisor of the Italian Embassy in Argentina. With the assistance of Dr Paparo, Professor Fedi met Mr. Tullio Del Bono, Secretario de Ciencia y Tecnologia SYCET (Secretary for Science and Technology) of the Ministerio de Cultura y Education (Ministry of Culture and Education) to discuss the possibilty to organize a COST DAY in Argentina with the participation of the scientific community of the most important Argentinian Universities and Research Centres.

The Forum was a very successful event . It concentrated on “Energy, Technology and Innovation”, “Human Resources”, “Gender Balance in Science”, “Transfer of Scientific Results” and on “Iberoamerican and European Programmes and Networks for Cooperation in Research”.

Professor Richard Ernst, Nobel Price for Chemistry, gave two general lectures : “Science and Heritage: Analysis and Conservation. The Example of Tibetan Painting Art” and “ Academic Opportunities for Conceiving and Shaping our Future”. Among the other numerous speakers, Mr Josè Silva, Director General for Research of the European Commission, who illustrated “The Seventh EU Framework Programme”; Dr. Richard Shenkel, Director General of the EC Joint Research Centre, who presented a general lecture on “ Nuclear Energy: A Green Option for Europe’s Energy Needs”; Mr Luis Delgado who illustrated “Networks of Excellence in the Framework Programmes of the European Union”; and Mr Josè Luis Solleiro who presented “ The CYTED Programme”.

Professor Francesco Fedi, illustrating the “The Experience of COST”, stated that “ COST is particularly open to the cooperation with the scientific communities on a world basis as it is shown by the fact that more than 150 scientific Institutions from all over the world participated in COST Actions in 2006” and concluded that “the expected brilliant future of COST is a very promising opportunity for cooperation with the ibero-american scientific communities”.
