CQ's Carey Discusses Bush's Budget Proposal, Technical Problems With The FY 2006 Budget Reconciliation, Medicare Drug Benefit
Mary Agnes Carey, associate editor of CQ HealthBeat, addresses congressional reaction to President Bush's fiscal year 2007 budget proposal, problems with the FY 2006 budget reconciliation and problems with the Medicare drug benefit in this week's "Health on the Hill from kaisernetwork.org and CQ." Carey notes that several lawmakers last week expressed concern about the president's FY 2007 budget plan, which would reduce Medicare spending by $36 billion and Medicaid spending by about $12 billion over five years. Some lawmakers are "angry" over proposed Medicare payment reductions for hospitals, home health agencies and oxygen providers and believe that Bush should not pursue another round of Medicaid payment reductions, particularly after he signed the 2006 budget package, which calls for a "series of policy and payment changes" for Medicaid, Carey says. She also says that there is a dispute over a clerical error made in the 2006 budget reconciliation measure once it had passed the House and then went to the Senate. According to Carey, the mistake deals with the amount of time Medicare has to pay to rent some types of medical equipment. The Senate has passed a resolution to state that the bill the president signed represents the will of Congress, but Rep. Charles Rangel (D-N.Y.) said that the legislation signed by the president is not what passed the House. Finally, Carey discusses congressional hearings on the Medicare drug benefit last week (Carey, "Health on the Hill from kaisernetwork.org and CQ," 2/13).
