China To Offer Financial Incentives To Farmers Who Abide By One-Child-Per-Family Policy

The Chinese government next year is scheduled to launch a nationwide family planning policy that will offer financial incentives to people in rural areas who abide by the country's one-child-per-family policy, the China Daily reports (Zhang, China Daily, 10/16). The one-child policy seeks to keep China's population, now 1.3 billion, at around 1.7 billion by 2050. Ethnic minorities and farmers are the only groups legally exempt from the rule (Kaiser Daily Women's Health Policy Report, 6/27). Under the new policy, men and women living in rural areas who have one child or two daughters will receive $76 annually beginning at age 60 if they do not have any more children, Zhang Weiqing, director of the National Population and Family Planning Commission, said. Officials have been testing the project in 23 provinces and regions since 2002, involving 1.5 million senior citizens in rural areas, Zhang Shaochun, assistant minister of finance, said recently at a national conference (China Daily, 10/16). The stipend equals nearly one-fifth of the average net annual income of farmers in China, according to government statistics released last year (AFP/Yahoo!News, 10/16). Ninety-five percent of senior residents in China's rural Gansu, Jiangxi and Shanxi provinces who have one child or two daughters experience financial problems, according to a report released on Sunday by the Development Research Centre of the State Council. Wei Jianmin, an expert at the center, said that although roughly $76 is a small annual allocation, the project has alleviated some farmers' concerns about financial difficulties associated with aging (China Daily, 10/16).
