IMO Response to Irish Prison Service Statement regarding Prison Doctors Dispute
The Irish Prison Service is aware that the Labour Court is not the forum in which the issue of the provision of a quality prison medical service can be resolved. This can only be resolved through meaningful and direct engagement between the parties on the many deficiencies in the present system.
The issues that will have to be addressed include the full implementation of the recommendations of the Olden Report which includes a recommendation that there be equivalence of care between the prison population and the general population; proper medical facilities for examining and treating patients; appropriate administrative and secretarial supports; provision of psychological and counselling services; appropriate structures and supports for methadone maintenance; provision of appropriate psychiatric services; standards of care for prisoners; and a safe working environment for medical staff.
Our position remains that all of the issues we have identified as necessary to ensure that the medical service available to prisoners is on a par with that available to the population as a whole must be addressed. It is clear that the Irish Prison Service has no interest in the provision of a quality medical service to prisoners.
Prison Doctors are unwilling to return to an unsafe system of medical care for prisoners and we are obliged to ensure that the many shortcomings in the services are comprehensively addressed by the Irish Prison Service.
