Insurers Reject Applications Of Some Individuals With Minor Ailments Even When They Can Afford High Premiums, Los Angeles Times Reports

"Uninsurables" -- people with pre-existing medical conditions ranging "from the catastrophic to the common" who cannot obtain private health insurance even when they can afford high premiums -- are a "hidden aspect of the nation's health insurance crisis," the Los Angeles Times reports. According to the Times, insurers have "wide latitude to choose among applicants for individual coverage and set premiums based on medical conditions," which they say is "key to keeping premiums under control." However, consumer advocates "see the practice as cherry-picking -- a legal form of discrimination that is no longer tolerated in schools, public accommodations or workplaces -- and a way to guarantee profits," the Times reports. Jerry Flanagan of the Foundation for Consumer and Taxpayer Rights said, "A minor asthma condition or surgery 10 years ago that requires no further medical care is enough to get you blacklisted forever." The Times reports that as a result, some people forgo needed medical care "so as not to tarnish their health records," while others withhold information or ask their physicians to omit certain details from their records. In addition, consumer advocates say that "out-of-date, ambiguous and even erroneous medical information" included on medical records "can render people uninsurable," according to the Times. Insurance companies maintain that individuals have many options for private coverage, but experts say a "wave of consolidation has reduced the number of insurers offering individual coverage, leaving a marketplace that shuns all but the ostensibly healthiest consumers," the Times reports (Girion, Los Angeles Times, 12/31/06).
