Local governments slash AIDS related budgets in Japan

AIDS related spending has fallen at 11 local governments in urban areas including Tokyo and Osaka despite a rising incidence of the disease, according to a Yomiuri Shimbun survey.

Combined spending on AIDS by the 11 local governments is budgeted to drop to 557 million yen in the current financial year, from 1.69 billion yen in 1995, the survey found.

The survey also found a substantial reduction in programs to raise public awareness of AIDS offered by local governments over the last decade.

The failure of local governments to promote public awareness of the disease is one reason for the increasing number of AIDS patients and HIV carriers in the country, observers said.

The survey covered preliminary budgets for AIDS-related measures by the Tokyo metropolitan government, Osaka, Kanagawa, Aichi, Saitama and Chiba prefectural governments and Yokohama, Nagoya, Kawasaki and Chiba municipal governments. The survey covered prefectures and cities with a high number of confirmed AIDS patients and HIV carriers.
