Louisiana Recovery Authority Approves Resolution Endorsing Recommendations Of Health Reform Report
The Louisiana Recovery Authority on Thursday approved a resolution endorsing the recommendations of a recent report that calls for removing the state's charity care system from the control of the Louisiana State University School of Medicine at New Orleans and increasing the role of private and community hospitals in providing charity care, the Baton Rouge Advocate reports. LRA is "spearheading" the overhaul of the state's health care system, the Advocate reports (Sentell, Baton Rouge Advocate, 6/16). The report, which was prepared for LRA by PricewaterhouseCoopers, says LSU should build a public hospital in Baton Rouge, La., with a Level 1 trauma center; recommends that some doctor training and other medical training programs be moved from the LSU School of Medicine at New Orleans to the new hospital; and recommends that LSU's training programs include work at private hospitals, so that the state can receive additional federal funding (Kaiser Daily Health Policy Report, 5/1). On Thursday, LRA approved a resolution saying the report should serve as a "broad vision and blueprint for health care reform in Louisiana." In addition, the resolution calls for creation of a panel of health care experts that will work to implement the change, first in the New Orleans area and then statewide. The panel will include about three dozen representatives of medical schools, hospitals, nurses, pharmacists, nursing homes and other groups. According to the Advocate, LRA delayed taking a stance on the report when it was released last month, in part because group members disagreed on whether they should take on changes to the health care system as part of their mission to oversee rebuilding after the hurricane (Baton Rouge Advocate, 6/16). In related news, the Public Affairs Research Council on Thursday made recommendations for health care reforms designed to increase the availability of primary and preventive care, with a focus on reducing costs, the Advocate reports. According to the council, the state should assist in the development of federally qualified health centers; increase Medicaid provider rates; encourage physicians to practice in underserved areas; help physicians obtain no-interest loans to re-establish their practices in New Orleans; invest money in school-based health centers; and relax practice requirements to allow nonphysician clinicians and midlevel practitioners to practice independently in some cases, especially in underserved areas (Baton Rouge Advocate, 6/16). Meanwhile, the state House on Sunday gave final legislative approval to a bill that would create a 37-member panel to recommend ways to improve the state's health care system. The panel will be led by Louisiana Department of Health and Hospitals Secretary Fred Cerise (Sentell, Baton Rouge Advocate, 6/19).
