Panel Of Medical Researchers Compare Embryonic Stem Cell Research Practices In U.S., U.K.

A panel of United Kingdom and U.S. researchers on Wednesday at a Center for American Progress presentation compared human embryonic stem cell research practices in the U.S. and the U.K., CQ HealthBeat reports. According to CQ HealthBeat, NIH in fiscal year 2005 spent $40 million on embryonic stem cell research (Hopkins, CQ HeathBeat, 10/26). Federal funding for embryonic stem cell research in the U.S. is allowed only for research using embryonic stem cell lines created on or before Aug. 9, 2001, under a policy announced by President Bush on that date. Bush in July vetoed the Stem Cell Research Enhancement Act of 2005 (HR 810), which would have expanded stem cell lines that are eligible for federal funding and allowed funding for research using stem cells derived from embryos originally created for fertility treatments and willingly donated by patients (Kaiser Daily Women's Health Policy Report, 9/7). The U.K. has invested about $186 million in adult and embryonic stem cell research, and the country in 2004 launched the first stem cell bank -- which distinguishes, supplies and stores "ethically approved, quality-controlled stem cell lines" for treatment and research (Kaiser Daily Women's Health Policy Report, 8/1). In addition, the U.K. has accepted recommendations to invest between $1.2 billion to $1.5 billion in stem cell research over the next 10 years, CQ HealthBeat reports. Angela McNab, CEO of the Human Fertilisation and Embryology Authority in the U.K., said the country is an example that regulation fosters acceptance of stem cell research, adding, "If we don't provide a good regulation framework and transparency, there will be a cost." Michael Werner -- president of the Werner Group, which has advocated for increased stem cell research funding -- said that a lack of national policy in the U.S. on stem cell research has led to a decentralized policy with states creating regulations and laws on stem cell research or cloning that are a duplication of resources and an unreliable strategy. States' involvement is "no substitute for a broad cognitive federal policy," according to Werner (CQ HealthBeat, 10/26). Boston Globe Examines Democrats' Campaign for Expanded Research
The Boston Globe on Thursday examined how Democrats are "seizing on embryonic stem cell research as a 'wedge issue' that registers with independent voters in suburban districts." Some analysts say the issue could decide the U.S. Senate race in Missouri between Sen. Jim Talent (R) and state Auditor Claire McCaskill (D), and Democrats are running ads highlighting the issue in Iowa, Maryland and Wisconsin. Rep. Diana DeGette (D-Colo.), who sponsored the bill Bush vetoed that would have expanded federal funding for embryonic stem cell research, has given $100,000 from her political action committee to candidates who support expanding the research and has traveled to 12 congressional districts to campaign with candidates. In addition, U.S. House candidate Darcy Burner (D-Wash.) has been "blasting" incumbent Rep. Dave Reichert (R-Wash.) for voting against DeGette's bill last year but voting to override Bush's veto of the measure earlier this year, the Globe reports (Milligan/Klein, Boston Globe, 10/26).
