R.I. Governor Proposes Program To Help Provide Health Coverage To Small Business Workers, Uninsured Residents
Rhode Island Gov. Don Carcieri (R) on Monday announced a multipart, multimillion dollar proposal that would create a state-subsidized health insurance program for the uninsured and low-wage workers in small businesses, the Providence Journal reports. According to the Journal, the Select Care Direct Market Incentive initially would be funded by the sale to investors of future rights to the state's portion of the national tobacco settlement, which Carcieri expects to generate about $5 million to $7 million in annual earnings in addition to another $5 million to $10 million from a new surcharge his administration is seeking to levy on health insurers. Under Carcieri's plan, the state would ensure the availability of state-subsidized health policies for uninsured state residents and those who work in small businesses with predominantly low-wage employees. Under the plan, eligible employers would be able to buy policies that insured their workers up to a certain dollar level, and the state would guarantee to cover any claims above that level. According to a draft of Carcieri's plan, the program would be "an insurer risk-share arrangement, which encourages insurers to offer the lowest possible premium rate to participating individuals by sharing in losses within a proscribed corridor of risk." The plan also calls for the state to offer help to businesses with 50 or fewer employees in negotiating health insurance packages. Carcieri said he hopes the initiative will help reduce health insurance costs by 20% or more for the state's small businesses. The plan also calls for the creation of a state ballot initiative to allow residents to vote on a $20 million bond that would create a statewide electronic patient information system for providers (Gregg, Providence Journal, 2/7).
