Report Updates Information On Patient Safety, Quality Of Care; NEJMPerspectives Examine Presidential Nominees' Health Care Proposals;

"2008 Update on Consumers' Views of Patient Safety and Quality Information," Kaiser Family Foundation: The poll provides an updated examination of consumers' views on health care quality information. The poll finds that 30% of U.S. residents say they have seen health care quality comparisons of health insurance plans, hospitals or doctors in the past year, compared with 36% in 2006 and 35% in 2004. According to the report, this is a downward trend and roughly equivalent to the level in 2000 (27%). In addition, one in seven (14%) U.S. residents said they "saw" and "used" comparative health quality information for health insurance plans, hospitals or physicians in the past year, compared with about 20% in 2006 and 19% in 2004. In addition, the report says that a factor in the challenge of promoting the use of quality comparisons may be the fact that less than half of the public believes that "big" differences in quality existing among providers (Kaiser Family Foundation release, 10/15).

"Primum Non Nocere -- The McCain Plan for Health Insecurity," New England Journal of Medicine: In the perspective, David Blumenthal, director of the Institute for Health Policy and an unpaid adviser to Democratic presidential nominee Sen. Barack Obama's (Ill.) campaign, discusses Republican presidential nominee Sen. John McCain's (Ariz.) health care proposal. According to Blumenthal, the "central purpose" of McCain's proposal "is to reduce the role of insurance and make Americans pay a larger part of their health care bills out of pocket." He writes that the proposal "would profoundly threaten the current system of employer-sponsored insurance on which more than three-fifths of Americans depend, increase reliance on unregulated individual insurance markets (which are notoriously inefficient), and leave the number of uninsured Americans virtually unchanged," adding, "A side effect of the McCain plan would be to threaten access to adequate insurance for millions of America's sickest citizens" (Blumenthal, NEJM, 10/16).

"Symptomatic Relief, but No Cure -- The Obama Health Care Reform," NEJM: In the perspective, Joseph Antos, a health care and retirement policy scholar at the American Enterprise Institute, discusses Obama's health care proposal. According to Antos, the proposal "offers a host of policy proposals that, in the main, address the symptoms but not the underlying disease that afflicts the health care system." He states that "failing to address the perverse incentives that drive health care spending inexorably upward, making insurance unaffordable for millions and shaping (or misshaping) the practice of medicine, will leave us worse off than we are today" (Antos, NEJM, 10/16).

"High and Rising Costs: Demystifying U.S. Health Care Spending," Robert Wood Johnson Foundation: The analysis by Center for Studying Health System Change President Paul Ginsburg for the foundation's Synthesis Project examines the driving forces behind health care spending and the reasons behind growing health care costs (Center for Studying Health System Change release, 10/15).
