Roll Call Examines Planned Efforts By Lobbyists, Advocacy Groups On Health Care Issues, USA
Roll Call on Wednesday examined how lobbyists and advocacy groups "on all sides" are "girding for heavy battle on a range of controversial matters" in 2006, with "health care policy increasingly looking central to the agenda of both President Bush and Congress." According to Roll Call, the fight likely will focus on issues such as health care information technology, health savings accounts, association health plans and Medicare -- some of which President Bush discussed in his State of the Union address on Tuesday. Labor unions and other groups likely will seek to "paint Bush's health care proposals as little more than a way to burden individuals," Roll Call reports. Bill Vaughn -- senior policy analyst with Consumers Union, which opposes an expansion of HSAs -- said, "There will certainly be a lot of sound and fury and a lot of contentious issues." According to Karen Ignagni -- president of American's Health Insurance Plans, which supports medical malpractice reform -- said, "We're going to be players in every health care issue debate this year. We're definitely at the crossroads in the health care debate." David Certner, director of federal affairs for AARP, said that the group will lobby for the availability of information on the prices of prescription drugs, diagnostic tests and other medical procedures, as well as increased use of health care IT. Certner added that AARP will evaluate potential Medicare reforms after Bush releases his fiscal year 2007 budget proposal. Mary Nell Lehnhard, senior vice president for the BlueCross BlueShield Association, said that the group opposes association health plans, adding, "We would say, if they can act like an insurance company without being regulated like one, that's a prescription for fraudulent companies" (Ackley, Roll Call, 2/1).
