Speedier surgery for thousands of patients in the south east of England

UK Health Minister John Hutton today announced that contracts had been signed for five major new treatment centres in the south east, meaning that thousands of patients will soon have speedier access to surgery.

The £214 million contract is with Mercury Health to provide five centres, located in Brighton and Mid Sussex, Havant, Medway, Portsmouth and High Wycombe. Together the centres will treat over 16,000 patients a year for five years, in a mixture of new build, refurbished facilities and existing NHS facilities. They will carry out a mixture of diagnostic, opthamology and orthopaedic procedures.

Nearly 6,000 per year of these operations and procedures will be entirely new activity; the remainder will transfer from the NHS, freeing up local NHS facilities. The services will begin to be rolled out from April 2005.

John Hutton said:

"This contract is good news for patients in the South East. Thousands will have their operations more quickly as a result of the NHS treatment centre programme. Treatment centres are providing extra staff and extra capacity to help us treat more patients in the NHS at an unprecedented rate.

"When all treatment centres are up and running, the independent sector programme will provide 250,000 operations per year, providing much-needed extra capacity to treat new patients and helping to reduce pressure on existing NHS facilities.

"Earlier this year the Prime Minister announced a substantial second wave of independent sector procurement, which offers the opportunity to provide even greater choice for patients and build on the demonstrable success of the independent treatment centre initiative.

"As well as driving up quality, the greater involvement of the independent sector will also help to underpin the introduction of open choice for NHS patients. By 2008 any patient needing an elective procedure will be free to choose any hospital which meets national quality standards at a cost which is acceptable to the NHS."

Details of schemes

Brighton and Mid Sussex

This scheme is expected to commence interim service delivery in April 2005 with full service delivery in June 06.

Over 700 additional procedures and over 4,600 transferred procedures per annum are expected to take place from June 2006. The contract value for the full service delivery is c £101m.

The IS-TC full service will be delivered from a new build, in-patient and day care unit at the Princess Royal Hospital Haywards Heath with four operating theatres. Staff comprise additional clinical staff and NHS staff on structured secondments.

This contract will serve Surrey and Sussex SHA and the following PCTs: Brighton and Hove City PCT (lead); Mid Sussex PCT; Sussex Downs & Weald PCT; Brighton & Sussex University Hospitals NHS Trust.

Havant

Over 26,000 diagnostic procedures will be completed each year from 2008 to 2010. Services are expected to commence in January 2008. The contract value is c£6m.

This contract will serve East Hampshire PCT and provide diagnostics from the Oak Park LIFT Community Hospital Havant in a diagnostic and imaging suite.

All staff working in the IS-TC will be additional and represent an increase in clinical staff capacity for the NHS.

Medway

Over 4,000 additional procedures will be completed per annum over the five-year contract. Services are expected to commence in October 2005. The case mix comprises minor orthopaedic and general surgery procedures. The contract value is c £25m.

This contract will serve Kent and Medway SHA and Medway and Swale PCTs.

The IS-TC will comprise a refurbished Health and Fitness Centre in Gillingham Business Park for a day care facility, with one operating theatre and one endoscopy suite. All staff are additional to this facility.

Portsmouth

Full services are expected to commence in November 2005 with a surgical case mix including minor orthopaedics & ophthalmology, a range of diagnostic tests and an integrated minor injuries and walk in centre. The contract value is c£66m.

Over 1,400 additional procedures will be completed each year over the five-year contract, as well as almost 5,400 transferred procedures per annum. Over 9,500 diagnostic procedures will also take place per annum. Staff will comprise a mix of additional and staff on structured secondments.

This contract will predominantly serve the populations of the following PCTs:Portsmouth City PCT (lead), Fareham & Gosport PCT, East Hampshire PCT, but will also have a wider catchment population particularly for cataract day surgery within Hampshire and Isle of Wight SHA.

The IS-TC will comprise a modular build with three operating theatres and one endoscopy suite.

Wycombe

18,500 diagnostic procedures will be completed per annum over the five-year contract. Services are expected to commence in August 2005. The contract value is c £11 m.

This contract will serve Thames Valley SHA and the following PCTs:

Wycombe PCT (lead), Chiltern & South Bucks PCT, and Vale of Aylesbury PCT.

The IS-TC will comprise a refurbished building in Wycombe business park with one MRI. All staff will be additional to the NHS.
