Wall Street Journal Examines Debate Over Sex Education, Increasing Federal Funding For Abstinence Programs

The Wall Street Journal on Thursday examined how a "steady" increase in federal funding has "propelled" support for sex education programs "that promote abstinence until marriage and discuss contraceptives primarily in terms of their failure rates" and also has increased advocacy in some states and localities for "comprehensive" sex education programs. The federal government since 1998 has spent about $890 million on abstinence programs, including sex education in schools, and about $779 million of which has been slated since President Bush took office in 2001. In 2006, the government plans to spend $176 million on abstinence programs, up from $167 million in 2005 and $82 million in 2001. The funding is "fueling a growing industry" of abstinence not-for-profit groups, with HHS estimating that 155 grantees will receive funding this year through its Community-Based Abstinence Education Program, up from 49 in 2001, the Journal reports. Some groups have been advocating for bills in states that would "further limit" sex education, including bills in South Dakota and Missouri, according to the Journal. However, some parents and health professionals are beginning to "question whether kids are getting the adequate and accurate information they will need to make responsible decisions as they grow older" and are advocating for programs that include "age-appropriate lessons" that would cover "decision-making," abstinence, contraception and sexually transmitted infections, according to the Journal. Bills that support comprehensive sex education are pending in several states, including New York, Illinois and Massachusetts (Bernstein, Wall Street Journal, 3/30).
