'No Robust Evidence Yet As To Whether Community Treatment Orders Are Beneficial Or Harmful To Patients' Says New Institute Of Psychiatry Report

According to a new report published today entitled 'International Experiences of Using Community Treatment Orders' by Dr Rachel Churchill and colleagues at the Institute of Psychiatry, King's College London there is, as yet, no robust evidence about either the positive and negative effects of community treatment orders (CTOs) or key outcomes, including readmission and length of stay in hospital.

This report represents the most comprehensive and thorough review of research into international experiences of using compulsory treatment orders, summarising evidence from 72 data-based empirical studies undertaken in six countries over the last thirty years. Evidence was available from the US, Australia, New Zealand, Canada and Israel.

It provides a synthesis of data-based research evidence from other countries where CTO legislation already exists. A range of designs has been used to evaluate CTOs, but research in this area has been beset by conceptual, practical and methodological problems, and the general quality of the empirical evidence is poor.

Dr Rachel Churchill, a Senior Lecturer and psychiatric epidemiologist at the Institute comments on the report's main findings: "On the basis of existing evidence, the effects of CTOs are difficult to gauge and, although stakeholders express both positive and negative views about their use, it is not possible to state whether CTOs are beneficial or harmful to patients."

The report was funded by a grant from the Department of Health and is now available to download from the Institute of Psychiatry website at: http://www.iop.kcl.ac.uk.

The Mental Health Bill, which is currently passing through Parliament, proposes the introduction of the use of Community Treatment Orders. Researchers from the Institute of Psychiatry, King's College London will present their top line findings to MPs and Peers from their new report: 'Experiences of International Community Treatment Orders', between 11am and 12pm, Thursday 8 March 2007. The event is being held in Committee Room 16 of the House of Commons.
