40% Of CDC Employees Believe Leaders Have High Standards Of Integrity

About 40% of CDC employees believe that agency leaders have high standards of honesty and integrity, compared with 45% in 2004 and almost 51% in 2002, according to the results of a recent survey conducted by the U.S. Office of Personnel Management, the Atlanta Journal-Constitution reports (Young, Atlanta Journal-Constitution, 1/31). OPM has conducted the Human Capital Survey biennially since 2002 to determine the satisfaction of federal employees with their jobs and the leaders of their agencies. About 56% of CDC employees responded to the survey, which OPM conducted last summer (Young, Atlanta Journal-Constitution, 2/1). According to survey results obtained by the Journal-Constitution, similar to 2004 and 2002, about 80% of CDC employees are satisfied with their jobs, and 86% believe their jobs are important. However, "since CDC began a massive strategic reorganization in 2003, employees have increasingly expressed confusion about their role at the agency," the Journal-Constitution reports. The survey found that 76% of CDC employees are aware of the relationship between their jobs and the goals of agency, compared with 77% in 2004 and almost 91% in 2002. In addition, the survey found that 70% of CDC employees believe the agency work force has the knowledge and skills to reach the goals of the agency, compared with 75% in 2004 and 2002 (Atlanta Journal-Constitution, 1/31). Comments
Tom Skinner, spokesperson for CDC Director Julie Gerberding, said, "It's not simply the reorganization. I think these results reflect a frustration by some employees who are being asked to do much more with much less in terms of resources, and that's very difficult." He added, "Dr. Gerberding and all the senior leaders are taking these results very seriously" (Atlanta Journal-Constitution, 2/1). In an e-mail to CDC employees late Tuesday, Gerberding wrote that she had reviewed the survey results and that "leaders, managers, supervisors and team leaders in every part of CDC can and will do better in supporting your ongoing incredible success." She added, "Some may be tempted to 'spin' the information from this survey in either a positive way or a negative way, or claim that it is 'outdated', 'not representative', 'not scientific' or 'incomplete,' but I'd like to set aside those concerns. I believe we should just take it at face value" (Atlanta Journal-Constitution, 1/31). Sen. Chuck Grassley (R-Iowa) ranking member of the Senate Finance Committee, said he is "deeply troubled" by the survey results (Atlanta Journal-Constitution, 2/1).
