55 Organizations Send Letter To Congress Calling For Additional $12B Annually Over Five Years For SCHIP, Medicaid

A coalition of 55 groups on Monday asked lawmakers to increase funds for SCHIP and Medicaid, CQ Today reports. In a letter to lawmakers, the coalition -- which includes American Academy of Pediatrics, the AFL-CIO, the American Federation of State and Municipal Employees, the Child Welfare League of America, the March of Dimes and the National Council of La Raza -- wrote that a $12 billion increase in annual funds for SCHIP and Medicaid in each of the next five years would allow enrollment of "most of the uninsured children already eligible" for the programs. The coalition did not specify the division of funds between SCHIP and Medicaid or provide a proposal to offset the cost. SCHIP will expire in 2007 without congressional reauthorization (CQ Today, 1/12). The fiscal year 2008 budget proposed last week by President Bush includes a $5 billion increase in funds for SCHIP over five years. In addition, the budget proposal would limit SCHIP eligibility for new enrollees to children in families with annual incomes less than 200% of the federal poverty level, or about $38,000 for a family of four. A number of states have expanded SCHIP eligibility to children and adults in families with annual incomes less than 250% of the poverty level. The budget proposal also would reduce federal matching funds for SCHIP enrollees who do not meet the eligibility requirements (Kaiser Daily Health Policy Report, 2/8). 'Health Flashpoint'
According to CongressDaily, SCHIP "is emerging as the health flashpoint in Congress," as Democratic lawmakers maintain that the funds for SCHIP included in the budget proposal are inadequate (Johnson [1], CongressDaily, 2/12). Democratic lawmakers, who proposed a $15 billion increase in annual funds for SCHIP, have cited a Congressional Research Service report released last week that found state SCHIP programs will have a combined $12.1 billion deficit from FY 2008 to FY 2012 without revisions to eligibility requirements. In addition, the Center for Budget and Policy Priorities estimates that state SCHIP programs will have a combined $14.6 billion deficit by FY 2012. CMS officials have said that the estimates are inaccurate (Johnson [2], CongressDaily, 2/12). House Energy and Commerce Health Subcommittee Chair Frank Pallone (D-N.J.) said, "The bottom line is that if you want to cover a large group of uninsured, and you want to do it effectively, this SCHIP is the best way to do it." Pallone added that he plans to examine state SCHIP formulas as part of the legislation to reauthorize the program. Committee ranking member Joe Barton (R-Texas) said that legislation to reauthorize SCHIP should require state programs to use state funds to enroll beneficiaries who do not meet certain eligibility requirements. Barton said that some states have "abused" SCHIP through expansions of their programs to children and adults with annual incomes much higher than the poverty level. "There's going to be a real fight over this," Barton said (Johnson [1], CongressDaily, 2/12).
