AP / Philadelphia Inquirer Examines Abortion Issues Worldwide

The AP/Philadelphia Inquirer on Friday examined trends in abortion rights worldwide, which "contras[t] sharply" with those in the U.S., including the passage of a South Dakota law (HB 1215) that bans abortion in the state except to save a pregnant woman's life. Approximately 15 countries over the last 10 years have increased access to legal abortions, and women in countries such as Mexico and Ireland are challenging laws restricting the procedure. According to the Guttmacher Institute, 46 million abortions annually are performed worldwide, with 60% occurring in countries with open access to abortion and 25% occurring in countries that ban or restrict the procedure. The World Health Organization reports that each year about 19 million women, most of whom live in developing countries, undergo "unsafe" abortion and about 600,000 of those women die from complications. According to the Center for Reproductive Rights, many countries -- including Benin, Burkina Faso, Chad, Guinea and Mali -- have eased restrictions on abortion to prevent such deaths. However, abortion remains illegal or severely restricted in many parts of the world, including Latin America, the Middle East and Asia. In addition, the Bush administration has "blocked" U.S. funding to nongovernmental organizations "if they even discuss the possibility of abortion in family planning programs," according to the AP/Inquirer (Winfield, AP/Philadelphia Inquirer, 3/10). President Bush five years ago reinstated the "Global Gag Rule," also known as the Mexico City Policy, which prohibits federal funds from going to abortion services overseas and denies family planning aid to international organizations that use their own funds to provide abortion counseling or services (Kaiser Daily Women's Health Policy Report, 2/15). The varying developments surrounding abortion rights worldwide show that "the matter is far from resolved," the AP/Inquirer reports (AP/Philadelphia Inquirer, 3/10).
