British Parliament Rejects Bill That Would Have Required Counseling, Waiting Period For Women Seeking Abortions

British members of Parliament on Tuesday voted 182-107 against a bill that would have required women in the United Kingdom to wait one week and receive counseling before undergoing the procedure, London's Guardian reports (Guardian, 6/5). Ann Winterton, a Conservative Party member of Parliament who introduced the bill, said it also would have required women seeking an abortion to receive counseling or sign a document saying they had refused it. In addition, the measure aimed to ensure "proper records" were kept of the reason why abortions were performed, Winterton said, adding that some procedures were being conducted "on demand" (BBC News, 6/5).

Winterton said she is disappointed the bill did not pass, adding, "Young people need time to think about things to make the right decision for them. (A woman) should be armed with the facts about the possible dis-benefits for her in later life. It's not patronizing, it's actually being kind to the young woman" (Guardian, 6/5).

Laura Moffat, a Labour Party member of Parliament, said the bill represents an "attack on women's productive rights," adding, "When a woman is facing an unwanted pregnancy she will already be under great stress, to create further obstacles for her is completely unethical in my view." Moffat also said that "abortion on demand" does not exist in Britain, as all women are required to consider other options with two medical practitioners before undergoing the procedure (BBC News, 6/5).
