CBO Releases Cost Estimate On Proposed Changes To HSAs, Study Examines Drug Company Research And Development
"Health Opportunity Patient Empowerment Act of 2006 (HR 6134)," Congressional Budget Office: The bill would amend rules regarding health savings accounts to allow taxpayers starting an HSA partway through a year, to still contributing the full annual limit; change the limitations on HSA contributions, currently $2,700 for an individual and $5,450 for a family; and allow employees to open an HSA with a one-time transfer of funds in health reimbursement accounts or flexible spending accounts. According to the cost estimate, the Joint Committee on Taxation estimates that the legislation will reduce federal revenue by $23 million in 2007, by $287 million from 2007 through 2011 and by $1 billion from 2007 through 2016 (CBO, "Health Opportunity Patient Empowerment Act of 2006," 9/28). "Research and Development in the Pharmaceutical Industry," CBO: The CBO study describes the state of pharmaceutical research and development, analyzes the factors that influence drug development and examines how well markets are working to promote new treatments. In addition, the study provides information about the types of drugs that result from the industry's research and development costs and analyzes the cost of developing new drugs. The report examines federal and private investment in new drug research and whether the industry's "innovative performance" has declined. The study also looks at the profitability of pharmaceutical companies and how profits affect a company's drug research and development (CBO, "Research and Development in the Pharmaceutical Industry," October 2006).
