Column Addresses Deadline For Medicare Rx Plan, Report Examines Medicaid Services For Developmental Disabilities, Mental Retardation

Kaiser Medicare Q&A Column, Kaiser Family Foundation/Knight Ridder Tribune News: The week's column, prepared by the Kaiser Family Foundation and distributed by Knight Ridder Tribune, addresses the deadline for enrollment in the Medicare prescription drug benefit. According to the column, the 2003 Medicare law specified that beneficiaries have until May 15 to enroll in a Medicare drug plan for coverage in 2006. For future years, beneficiaries will be able to enroll during an annual enrollment period that will run from Nov. 15 to Dec. 31 each year. The column says that some members of Congress have proposed extending the enrollment deadline for the current year to give beneficiaries more time to consider the different plans and choose the one that best meets their needs. An extension also would keep beneficiaries who enroll after May 15 from paying a penalty for late enrollment. Congress would need to pass a law to extend the May 15 deadline, according to the column (Kaiser Medicare Q&A Column, 3/2).

"A Case for Inclusion," United Cerebral Palsy: The report, by UCP researcher Tarren Bragdon, examines state Medicaid services for individuals with developmental disabilities and mental retardation. Accompanied by state rankings and letter grades for key areas of Medicaid service delivery, the report finds that the states that perform best emphasize community inclusion, promote home-like residential settings, assist the transition from Medicaid to work, give individuals the ability to direct their own care and use nationally-recognized quality assurance programs (United Cerebral Palsy release, 3/1).
