Congress Should Approve Grassley-Baucus Measure on Medicaid Benefits for Hurricane Survivors, Editorial Says

The Bush administration has "spent nearly three weeks blocking a bipartisan effort to pay for medical care for the impoverished victims of Hurricane Katrina," a New York Times editorial states. The Times notes that a bill (S 1716) proposed on Sept. 16 by Senate Finance Committee Chair Chuck Grassley (R-Iowa) and ranking member Max Baucus (D-Mont.) would broaden Medicaid coverage for five months to low-income adults without children from Katrina-damaged areas; increase the income cutoff for a two-person family to $25,600, or nearly twice the federal poverty level; and have the federal government pay 100% of related Medicaid bills instead of requiring states to pay a share. The editorial states that full federal payment is "vital," adding that "[m]edical aid is integral to disaster relief and recovery and reflects a national interest in public health." The bill has widespread support from several outlets, but "not the administration," which has not said how it will reimburse providers for evacuee care and "does not want the federal government to pick up the states' share for Medicaid costs incurred in Louisiana, Mississippi or Alabama," according to the editorial. The Times says that the Grassley-Baucus bill "sets the stage for efficiently providing much-needed medical care to Katrina's victims. But a few senators, widely seen to be carrying the administration's water, have thus far blocked a vote." The editorial concludes Senate Majority Leader Bill Frist (R-Tenn.) "could clear the way for a vote by the full Senate this week. What is he waiting for?" (New York Times, 10/4).
