Conn. Senate Approves Bills to Fund Human Embryonic Stem Cell Research, Ban Reproductive Cloning

The Connecticut Senate on Thursday approved 31-3 a bill... (SB 934) that would provide $100 million in state funding over 10 years for human embryonic stem cell research conducted in the state but ban human reproductive cloning and the sale of human embryos, the Hartford Courant reports. The amended version of the bill, sponsored by state Sen. Christopher Murphy (D), would use $20 million from the state's current budget surplus for the first two years of funding and $80 million in state tobacco-settlement money for the remaining amount. The measure would establish a two-step process in which independent panels of experts in the science and ethics of embryonic stem cell research would review funding requests for state money. The bill also would ban the sale of human eggs, sperm and embryos, according to the Courant. The bill now goes to the state House, where approval is expected, the Courant reports (Pazniokas, Hartford Courant, 5/27). The Connecticut General Assembly's Joint Judiciary Committee last month approved SB 934, but the bill at the time appropriated only $20 million in state funding (Kaiser Daily Reproductive Health Report, 4/7). Gov. Jodi Rell (R) in a statement said, "I would be proud to sign the bill when it reaches my desk," adding, "By fostering research in the field of stem cell research, we can open up a whole new world of medical advancements and cures" (Hartford Courant, 5/27).
