Editorials Discuss Massachusetts Governor's Plan For Addressing Health Insurance Law Budget Shortfall

Two newspapers recently published editorials discussing a plan by Massachusetts Gov. Deval Patrick (D) that would require businesses, health care providers and insurers to contribute more to the state's health insurance law. Summaries appear below.
Boston Globe: "In the spirit of keeping together" businesses, insurers, health care providers "and others that have collaborated on the state's pioneering attempt at universal coverage, the governor's team should consider any reasonable alternatives to the new assessments," a Globe editorial states. "However, one that has been prominently mentioned -- shifting more Medicaid members to managed care plans -- seems unlikely to produce the immediate savings needed" to address the Commonwealth Care funding gap, according to the editorial. The Globe continues that debate over closing the gap "will inevitably have echoes in Washington, where the state and the Bush administration are negotiating over a Medicaid waiver with hundreds of millions of dollars at stake." The editorial adds, "The state's bargaining position will be stronger if it can demonstrate that all stakeholders in health reform -- insurers, providers, consumers and employers -- are doing their part to make reform work." The Globe concludes, "That means, on the state's side, considering all cost-saving proposals. But it also means that, in the end, everyone else might have to pony up more money" (Boston Globe, 7/25).

Boston Herald: When Patrick "told reporters that the business community needs to 'step up' by contributing another $130 million to cover the escalating costs of health care reform," he implied that the "business community hasn't sufficiently 'stepped up' to this point," a Herald editorial states. However, "as a coalition of powerful business interests pointed out in a letter to legislative leaders," businesses have "stepped up, absorbing $500 million in added costs since the law was enacted," the Herald writes. The editorial continues, "It is easy for some people to forget that four out of five insured individuals in Massachusetts receive coverage through their employer." In addition, more people "are turning to their employers' plans -- 85,000 more by one estimate" -- because of the "mandate that individuals carry health insurance," which is "yet another cost driver," according to the Herald. The business community in the letter "asked House Speaker Sal DiMasi (D) and Senate President Therese Murray (D) to take no action on the governor's proposal and to concentrate instead on enacting a bill aimed at controlling health care costs," the Herald writes, concluding, "With a July 31 deadline looming for formal sessions, they should heed that advice" (Boston Herald, 7/28).
