Editorials on Bush's Repeated Withholding of UNFPA Funding, Kaiser Daily Reproductive Health Report Summarizes

Since 2002, the Bush administration has withheld $34 million annually in funding for the... United Nations Population Fund, saying that because the organization works in China, the fund indirectly supports the Chinese government's policy of coerced abortion to maintain its one-child-per-family population policy. The Bush administration bars U.S. funding for international groups that support abortion -- even with their own funding -- through direct services, counseling or lobbying activities (Kaiser Daily Reproductive Health Report, 1/12). Several newspapers recently have published editorials discussing the possibility that the Bush administration will continue to withhold funding to the agency. Some of the editorials are summarized below.

Fredericksburg Free Lance-Star: "The purpose of UNFPA programs is to save lives and prevent abortions" and allowing the release of the funding "would be much more aligned with right-to-life views than continuing to withhold it," a Free Lance-Star editorial says. To appease the Bush administration, UNFPA has said that it would not use any U.S. funding for Chinese programs, so the Bush administration "can offer no valid argument for withholding the funds again this year," the editorial says, concluding, "Shame on it if it does" (Fredericksburg Free Lance-Star, 7/3).

Louisville Courier-Journal: Despite UNFPA's promise not to spend U.S. funds in China, the agency's "rigorous standards" for its programs in that country and Bush administration claims that it has "no beef" with the organization itself, the Bush administration continues to treat UNFPA as a "useful vehicle for pandering to the misconceptions of the antiabortion crowd," a Courier-Journal editorial says. "It's a scandal that such rank opportunism continues not only to trump the facts about the UNFPA's work in China but also to deny the badly needed support for family planning, HIV/AIDS programs and other basic services that UNFPA provides to hundreds of thousands of families in poor countries other than China," the editorial concludes (Louisville Courier-Journal, 7/5).

Minneapolis Star Tribune: Even though Bush's own investigators found no proof of UNFPA involvement in coerced abortions in China, the administration continues to say that the organization is giving its "seal of approval" to the Chinese government's policies and is calling for the agency to withdraw its operations in the country, a Star Tribune editorial says. "The charge is as baseless as the call for withdrawal is dangerous," the editorial says, adding that UNFPA's 26-year presence in China has helped "nudge the country back away from the coercive policies of the past," according to the Star Tribune. In addition, by withholding the U.S. contribution, Bush "will effectively keep the UNFPA from preventing thousands of abortions and maternal and child deaths -- not to mention the birth of millions of children destined to crushing poverty," the editorial says (Minneapolis Star Tribune, 6/27).
