Gov. Schwarzenegger Proposal Would Require Medi-Cal Beneficiaries To File Eligibility Forms Four Times Per Year

California Gov. Arnold Schwarzenegger (R) has proposed requiring most Medi-Cal beneficiaries to fill out eligibility forms four times annually as a way to reduce program costs, the San Francisco Chronicle reports. Medi-Cal is the state's Medicaid program. The plan, which would affect 4.5 million of the 6.5 million Medi-Cal beneficiaries, would allow the state to more quickly remove people who are no longer eligible from the program, saving an estimated $92 million next year, according to Schwarzenegger administration officials. Officials expect 122,000 beneficiaries will be dropped from the program next year because of the rule.

After the state Legislature last month rejected legislation that would have expanded health coverage in the state, Schwarzenegger released a fiscal year 2009 budget proposal that includes $1.1 billion in Medi-Cal cuts to address the state's budget deficit. In addition to the new rule, the budget proposal includes cuts in Medi-Cal benefits and a 10% reduction in payments to physicians and hospitals that treat beneficiaries.

Anthony Wright, executive director of Health Access California, said the proposed eligibility form rule "is a cynical way to do business," adding, "They are intentionally making it more difficult for people to stay in the program with the express purpose of hoping they will drop out." Wright said, "This is a major step backward in terms of getting access to care for Californians." According to Wright, "More than 100,000 people will lose coverage, millions will lose access to some providers and it will also mean less federal matching funds will be coming into the state for the health care system we all rely on."

Tangerine Brigham, director of the Healthy San Francisco program, said Schwarzenegger's proposal would increase the number of uninsured San Francisco residents and complicate the program's effort to expand health care access to all city residents.

However, Toby Douglas, deputy director of the California state Department of Health Care Services, said, "We are not doing this to create barriers to enrollment," adding, "We are doing this as a way to ensure that those who are no longer eligible are no longer enrolled in the program." The same proposal was made by former Gov. Gray Davis (D) during the state's 2003 budget crisis, but it was rejected by the state Legislature (Chorneau, San Francisco Chronicle, 2/25).
