Medimix International To Present Paper On Healthcare Politics At PBIRG Annual Convention, May 18-21, Washington, D.C.

Henry Gazay, CEO of Medimix International, an expert in global healthcare marketing research, announced that he is collaborating with Francois Noailles at Pierre Fabre to present a university session at the annual PBIRG (The Pharmaceutical Business Intelligence and Research Group) convention in Washington, D.C, May 18-21. Their paper analyzes existing legislations to illustrate how European countries differ and how they compare with various US states and Asian countries and explains who the different stakeholders are behind the legislation.

As the pharmaceutical marketplace has become increasingly integrated in terms of sales, production, and consumption, the emphasis has shifted from the industrialized nations to the developing World. With international acknowledgement of the impact of HIV/AIDS on the poorest nations, and the recurring threat of diseases that have become drug-resistant, such as malaria, TB, and yellow fever, it has become readily apparent that medicine can become an effective tool of foreign policy.

So all phases, from research to marketing, profits, and safety are of great concern to the policy-makers, and both local and world governments are eager to find ways to regulate the entire process. How do the different governments address regulation within their borders? What factors influence their decisions, and are they looking at the same issues? Access to healthcare is a prime example. Today's strained and often inequitable healthcare systems threaten economic and social instability in some parts of the world. In Europe, health systems are primarily the responsibility of the member states, but several recent rulings of the European Court of Justice confirm that EU citizens can seek healthcare in other member states with the cost being covered by their own health systems! And Eastern Europe struggles with a crumbling system so ridden by corruption that it has ceased to provide even the most rudimentary health services.

Taiwan's system is frequently mentioned for cost-effectiveness and offers comprehensive universal health coverage to 23 million citizens. In China and India, where programs vary from state to state, the individual shoulders more of the financial burden. However, China plans to offer basic health coverage to its entire population by 2010, which in itself carries serious implications for government legislation on patents, cost controls, importation of products, etc.

Other examples of state or country differences:

- Immunization is mandatory in certain countries and not in others.

- In the US, 21 states have passed specific legislation on reporting sharp injuries, 29 others have not.

- Approval procedures at the national Asian (KFDA, SFDA) and European (EMEA) levels differ from US (FDA).

- Patents are not equally recognized in the new EEC countries, but harmonized through the so called "specific mechanism".

- Recognition of the TRIPS will impact Chinese and other Asian Healthcare systems.

- HER's (Health Electronic Records) and legislation to deal with globalization standards and procedures, data and patient confidentiality.

- Genetics laws - in the US fifteen states have laws pertaining to human cloning and some extend prohibitions to therapeutic cloning or cloning for research purposes. In 2005, the UN, after two years of debate, voted to approve a non-binding global ban on all human cloning.
