New Hampshire Legislature Considers Proposal to Begin Charging Monthly Premium for Children in Medicaid
A provision in the New Hampshire fiscal year 2006 budget proposal would add a monthly premium for children who receive Medicaid coverage through their parents, the... AP/Foster's Daily Democrat reports. If approved, the proposal would make New Hampshire the only state to charge a premium for Medicaid beneficiaries with children. Under the proposal, which requires federal approval, New Hampshire would begin charging a $10 to $20 per-child monthly Medicaid premium to parents. Families with no income would still be required to pay the premium, but no family would be required to pay for more than three children. The change, which is intended to help New Hampshire balance its budget, would save the state about $12 million over the next two years, or one-tenth of 1% of the state's nearly $9 billion budget, according to the AP/Daily Democrat. State officials estimate the addition of the premium would reduce the number of children enrolled in Medicaid by about 5% -- or 3,000 of the 63,000 children currently covered under the program. In addition, a separate proposal also would add an asset test to the state's Healthy Kids program, which allows working families to purchase low-cost health insurance for their children. The average cost for the insurance is $569 per month. Under the proposal, New Hampshire would limit the value of assets a family could have and still qualify for Healthy Kids -- excluding one vehicle per adult, the family's home, household furnishings, personal possessions and some retirement accounts -- to $8,000. State Medicaid Director Steve Norton estimates that the asset test would eliminate Healthy Kids coverage for about 784 of the 7,500 children in the program (AP/Foster's Daily Democrat, 4/19).
