New York State's Abortion Rights Protections Need To Be Strengthened, Gov. Spitzer Says
New York Gov. Eliot Spitzer (D) on Monday said that the state's abortion rights statutes "do not go far enough" and that he will call for a change in the law "this term, this year to ... give us all the protections that are necessary," the Albany Times Union reports (Benjamin, Albany Times Union, 3/27). Speaking to the annual conference of the Family Planning Advocates of New York State, Spitzer said that "we are on the cusp of losing Roe v. Wade," the 1973 U.S. Supreme Court case that effectively barred state abortion bans. The Roe ruling might be overturned because of President Bush's appointments to the Supreme Court, he said. According to the AP/Long Island Newsday, Spitzer provided little detail about how the state's abortion-related laws need to be changed. Spitzer also called for better sex education for young people and expanded access of Barr Laboratories' emergency contraceptive Plan B, which can prevent pregnancy if taken within 72 hours of sexual intercourse (Humbert, AP/Long Island Newsday, 3/26). FDA in August 2006 approved the Barr's application to allow nonprescription sales of Plan B to women ages 18 and older. New York state last month began covering Plan B purchased without a prescription up to six times per year by women ages 18 and older who are Medicaid beneficiaries (Kaiser Daily Women's Health Policy Report, 1/26). Spitzer said he has asked the state Department of Health to study what age Plan B should be made available (AP/Long Island Newsday, 3/26). Also at the conference, Planned Parenthood Federation of America President Cecile Richards said that her top priority is restoring federally funded sex education programs, the Troy Record reports. Bush administration policies have "ignored science, medicine, health and have abandoned teens by pushing abstinence programs only," Richards said, adding, "How can we ask our children to be responsible when ideology trumps education and adults are abandoning their responsibility to give teenagers the information they need?" (Cristo, Troy Record, 3/27).
