Portugal Introduces Legislation To Allow Earlier Referendum on Easing Country's Strict Abortion Laws
Portugal's ruling Socialist Party on Tuesday introduced legislation that would allow a referendum to be held in 2005 to determine whether voters wish to loosen abortion restrictions in the country,... Reuters AlertNet reports (Reuters AlertNet, 6/29). Currently, abortion is illegal in Portugal except in cases of rape or when a pregnant woman's life is in danger. The Portuguese Parliament in April approved legislation authorizing a national referendum to decriminalize abortion during the first 10 weeks of pregnancy. However, Portuguese President Jorge Sampaio in May announced that the referendum could not be held until 2006 because of constitutional restrictions about the timing of referendum votes and elections (Kaiser Daily Reproductive Health Report, 5/5). The proposed legislation would reduce the minimum time required for the president to call a referendum from 60 days to 40 days and would allow a simple parliamentary majority to approve a referendum instead of the currently required two-thirds majority (Reuters AlertNet, 6/29). "Our proposal is to create the conditions so that the president can set out a period for the referendum that we want and we propose to hold this year," Socialist Parliamentary Leader Alberto Martins said (Ertelt, LifeNews.com, 6/29). A vote on the legislation is scheduled for July 8 (Reuters AlertNet, 6/29).
