Rate Of Uninsured Children In Louisiana Below National Average Before Hurricane Katrina, Survey Shows

The rate of uninsured children in Louisiana fell from 11% in 2003 to 7.6% last year, significantly lower than the national average, according to a Louisiana State University Public Policy Research Lab survey conducted before Hurricanes Katrina and Rita made landfall in the state, the Baton Rouge Advocate reports. According to the Kaiser Family Foundation's statehealthfacts.org, the national average for uninsured children is 12%. The survey, conducted between February and July 2005, included more than 10,000 households representing more than 27,000 state residents. State and survey officials said an "aggressive" effort to enroll more children in Louisiana's SCHIP program helped about 50,000 uninsured children gain health coverage between 2003 and 2005, the Advocate reports. However, the survey also found that the rate of uninsured adults ages 19 to 65 grew from 21.1% in 2003 to 23.4% in 2005. The percentage of adults with employer-sponsored insurance dropped from 53% to 49% during the same time period. State Department of Health and Hospitals Secretary Fred Cerise said, "The good news is before the storm we really were zeroing in on kids -- the population in general that can be treated more affordably." Cerise said that since Hurricane Katrina, about 16,000 new people have begun receiving Medicaid benefits. He added, "We know there's a reality between adults losing jobs and the uninsured, and we have seen a bump already in the Medicaid rolls" (Shuler, Baton Rouge Advocate, 1/4).
