Royal Society Responds To The Joint Committee On The Draft Climate Change Bill, UK

Sir David Read, vice president of the Royal Society, said:

"By recommending that the legal duties of the Bill should be placed on the Prime Minister the Committee rightly emphasises the unprecedented nature of the threat that climate change poses. Such a move would signal that the issue is at the top of the Government's agenda and promote a more joined up approach to it across government."

"The Royal Society is concerned that the Government's commitment to making a 60 per cent reduction in carbon dioxide emissions by 2050 will not be enough to avoid the worst impacts of climate change. In light of this we strongly agree with the report's recommendation that the new Committee on Climate Change - when established - should review whether this target is appropriate in light of the latest science. Furthermore, this report reveals that there seems to be confusion between government departments concerning whether emissions from aviation and shipping should be included within or be additional to this target. It is crucial that there is clarity on this issue, given the expected growth of emissions from these sectors.

"The report highlights that the Committee on Climate Change must include the appropriate scientific expertise, be independent, have a clear role and be properly resourced. This will be essential if the Government is to successfully deliver on the objectives of the Climate Change Bill.

"Because of the nature of climate change, some of its effects are already unavoidable. The Society fully supports the Committee's recommendation that the Bill gives greater emphasis to the need to adapt to climate change and reduce its impacts.

"The Royal Society agrees with the Committee that reducing emissions of carbon dioxide is a priority but, if the Climate Change Bill it is to provide a long term framework for addressing climate change, it must include all greenhouse gases. "
