Six Governors Request Meeting With Canadian Prime Minister To Discuss Prescription Drug Reimportation
Governors from six states in a letter dated January 19 requested a meeting with Canadian Prime Minister Paul Martin to
discuss the reimportation of lower-cost prescription drugs from Canada amid "mounting speculation that the [Canadian]
government is set to clamp down on the practice." the Associated Press reports (Associated Press,
1/20). Canadian health officials have purportedly begun to draft a proposal seeking to limit reimportation because of
safety, ethical and medication supply concerns. Canadian Health Minister Ujjal Dosanjh in December 2004 said he might
mandate that Canadian physicians cannot co-sign prescriptions for U.S. residents who they have not examined. Canadian law
requires that Canadian physicians sign prescriptions filled in the country. Dosanjh spokesperson Ken Polk also has said that
Canadian health officials might mandate that pharmacies in Canada cannot fill prescriptions for U.S. residents unless the
patients are present, and they also might establish a list of prescriptions on which the Canadian government can restrict
sales in the event of a shortage. Passing such legislation would require support from opposition parties and the minority
government of Martin to pass. Revisions to current regulations would not require such support (Kaiser Daily Health
Policy Report, 1/6). Governors' Letter
The letter was "spearheaded" by Minnesota Gov. Tim
Pawlenty (R) and also was signed by Govs. Kathleen Sebelius (D-Kan.), John Baldacci (D-Maine), John Hoeven (R-N.D.), Jon
Huntsman (R-Utah) and Jim Doyle (D-Wis.), the Associated Press reports. In the letter, the governors say, "We
believe it is imperative that the Canadian government realize the restriction of prescription drug supplies could mean the
difference between life and death for many Americans" (Associated Press, 1/20). Polk said the Canadian
government is reviewing the governors' request and would be "happy to sit down with the governors, but a resolution to the
issue of high drug prices needs to be found in the U.S., not in Canada" (Graham, Chicago
Tribune, 1/20). Dosanjh said, "I think it's important that we recognize that the solution to the problems of
American consumers really lies within their own borders" (Ljunggren, Reuters, 1/25). Baldacci spokesperson
Trish Riley said the governors would like Canada to establish a "formalized bulk purchasing program." She added, "The
governments have a collective problem and would like to meet and talk about our common interests. We have a keen interest in
working collaboratively with Canada" (Tedesco, National Post, 1/24). Huntsman on Friday said he requested the
meeting "so that we could explore ways in which we could actually engage in more cross-border trading." He added, "I don't
know that that will ever come to fruition, but I do think it's something we need to look at" (Canham, Salt Lake Tribune, 1/29). Vermont
Bill
In related reimportation news, the Vermont Senate on Thursday approved a bill that would allow state
residents to participate in a program that directs consumers to lower-cost prescription drugs from Canada and Europe. The
bill was fast-tracked "because it is the least controversial of [several] health care initiatives" on the state's legislative
agenda, the Burlington Free
Press reports. The state House is expected to pass the bill and Gov. Jim Douglas (R) has indicated his support for
the measure (Remsen, Burlington Free Press, 1/28).
