Washington State Employer Health Benefits Bill Dies In Committee

A Washington state bill proposing that companies with more than 5,000 employees contribute 9% of their payroll toward health benefits or face penalties failed to advance out of committee for a full House vote, Wall Street Journal reports. The bill is thought to affect Wal-Mart, which employs more than 16,000 workers, some of whom are enrolled in the state's Medicaid program. State Rep. Eileen Cody (D), the bill's sponsor, said, "There's always a chance while we're in session [to consider the bill], but I'd say it's dead." She added that she believes there would have been at least 50 votes of the 98-member House in favor of the bill, if House Speaker Frank Chopp (D) had brought the bill out of committee for a vote, the Journal reports. The bill missed Tuesday's deadline to advance out of committee to be considered before the legislative session ends March 9. Representatives from Chopp's office were not available for comment, the Journal reports (Hudson, Wall Street Journal, 2/16). Gov. Christine Gregoire (D) on Thursday said, "If we didn't get it this year, we're going to get it next year. Let's work together to make it happen" (Seattle Post-Intelligencer, 2/17). According to the National Retail Federation, 25 other states are considering similar bills, and Indiana's bill is "officially dead because the state's session has ended," the Journal reports. The bills are modeled after a Maryland law that requires companies with more than 10,000 employees to spend 8% of their payroll on health benefits. The Retail Industry Leaders Association is challenging the law in court. Wal-Mart spokesperson Nate Hurst said, "The skepticism we're seeing as other legislatures consider this bill shows just how purely political Maryland was and that not all legislators will give in to the strong-arm tactics of union leaders" (Wall Street Journal, 2/16).
