"Wellness Trust" Could Improve Public Health, Opinion Piece Says
The U.S. should reform the health care system to "make prevention like homeland security, where success in measured by the absence of tragedy," Jeanne Lambrew, a senior fellow at the Center for American Progress, and John Podesta, president and CEO of the center, write in a WashingtonPost.com opinion piece. They recommend that the U.S. establish a "Wellness Trust," a "quasi-independent agency" that would "take responsibility for a new, outcomes-oriented" health care system and "carve prevention out of health insurance." According to the authors, trustees would govern the Wellness Trust, which the U.S. could finance "through a consolidation of existing insurance and public health spending on prevention," as well as through new sources of revenue, such as taxes on alcohol or junk food. The Wellness Trust "would pay directly for preventive services, independent and irrespective of an individual's health coverage, wherever they are delivered -- in pharmacies or supermarkets, workplaces or senior centers," the authors write. In addition, they write, the Wellness Trust would administer grants to states and communities to "foster community-based interventions such as workplace and school-based wellness programs" and would establish reimbursement practices that tie financial incentives to prevention. The Wellness Trust also would develop and administer a national electronic health record system and would "create an information nexus, connecting providers and patients with the latest information," the authors write. "Since people with insurance are paying more for less, and fewer people have insurance at all, the priority is to ensure that all Americans have affordable health coverage," the authors write, adding, "We must also tackle health care costs while ensuring choices that matter," but "we can begin now with sensible steps toward a prevention system that will improve coverage as we expand it" (Lambrew/Podesta, WashingtonPost.com, 10/17).
