Attorneys Say State Has Surplus To Avoid TennCare Cuts; Hearing Continues, USA

Attorneys for the Tennessee Justice Center on Monday questioned state Finance Commissioner Dave Goetz about an estimated $600 million the state has but does not plan to spend this year, which some patient advocates say should be used to avoid... TennCare cuts, the Tennessean reports (Wadhwani, Tennessean, 7/12). Gov. Phil Bredesen (D) has proposed eliminating coverage for 323,000 people, and federal regulators have approved most of the governor's plan. Bredesen has said that reducing coverage is necessary to save the state $500 million to $600 million next year. If changes are approved to a consent decree the state signed in 1999 with legal advocates, 97,000 beneficiaries could retain coverage, the governor has said (Kaiser Daily Health Policy Report, 7/8). Goetz testified that the money is needed for other state priorities, such as an economic downturn. He also said Tennessee law requires that a certain amount of money be put in the state's reserve fund. He said the state is expected to have a surplus of at least $142.6 million for the last fiscal year. TJC attorney Michele Johnson said, "We've been told by the administration that there's no choice, ... but as people face TennCare cuts, they need to know there's a tremendous amount of money out there." TennCare spokesperson Michael Drescher said the state had to make reasonable budget decisions and spending for the health insurance program must be slowed. The hearing is expected to continue at least until next Monday (Tennessean, 7/12).
