Irish Prison Service Needs to Address Inadequate Healthcare Service for Prisoners if Dispute is to be Resolved
IMO GP Chairman, Dr. Martin Daly said; "This decision was taken on the basis that the IMO would write to the Labour Relations Commission asking for both parties to be reconvened to discuss and achieve, during this two week period, a comprehensive solution to the problems that beset the Prisons Healthcare Service."
He said; "It was clear from the meeting that the prison doctors' primary concern was the provision of a comprehensive healthcare service to prisoners which is on a par to that of the general population."
The issues that need to be addressed include:
-- Full implementation of the Olden report adopted by Government in May 2001which includes a recommendation that there be an equivalence of care between the prison population and the general population
-- Proper Medical Facilities for examining and treating patients
-- Proper Accommodation within the Prison Service for managing medical and psychiatric unstable patients
-- Adequate numbers of doctors within the service to properly manage the prison healthcare system
-- Provision for proper medical managers of both drug addicts and non drug addicts
-- Continuing Medical Education (CME)
-- Administration and Secretarial Support
-- Psychological & Counselling Service
-- An appropriate contract and remuneration for doctors which provides for services including the core GP services that are that are currently being provided;
-- Appropriate structures and support for methadone maintenance;
-- Appropriate psychiatric services; proper contractual recognition for the continuing clinical responsibility of the doctors both part-time and full-time and
-- Appropriate remunerated out of hours structures.
Dr. Daly said; "This dispute will not be settled unless the Irish Prison Service addresses the health care service currently made available to prisoners. It is a humanitarian issue and prisoners are entitled to a healthcare service equivalent to that of what the general population receives."
