Rep. Castle Calls On President Bush To Reconsider Veto Threat On Stem Cell Bill

Rep. Michael Castle (R-Del.) in a letter on Thursday asked President Bush to reconsider his plan to veto a bill (HR 810), known as the Stem Cell Research Enhancement Act of 2005, that would expand federal funding for human embryonic stem cell research, the Associated Press reports (Associated Press, 7/13). The Senate on Monday is scheduled to begin debate and vote on three stem cell-related bills, including the Stem Cell Research Enhancement Act, Senate Majority Leader Bill Frist (R-Tenn.) announced Wednesday. That bill would allow funding for research using stem cells derived from embryos originally created for fertility treatments and willingly donated by patients. The bill seeks to address a policy, announced by President Bush on Aug. 9, 2001, that allows federal funding for human embryonic stem cell research only when it uses stem cell lines created on or before that date. Bush has said he will veto the Stem Cell Research Enhancement Act because it would allow the destruction of embryos (Kaiser Daily Women's Health Policy Report, 7/13). Castle and Rep. Diana DeGette (D-Colo.), co-sponsors of the Stem Cell Research Enhancement Act, on Monday renewed a request to meet with Bush to persuade him to sign the bill if it is passed by the Senate. However, the White House on Tuesday in a letter declined the meeting (Kaiser Daily Women's Health Policy Report, 7/12). Castle in his letter wrote that when embryos are discarded from fertility clinics, the "'life and death' decision has been made," so "[w]hy not use the stem cells we can derive from these embryos, which will never become life, to help the millions of people suffering across the United States?" (Associated Press, 7/13). However, White House spokesperson Ken Lisaius said Bush's veto threat "still applies." The White House on Thursday "emphatically" reiterated that Bush will veto the Stem Cell Research Enhancement Act if the Senate passes it, according to CQ Today. Lisaius in an e-mail wrote, "The legislation crosses an important moral line and if presented with the legislation -- the president would veto" it (Crowley, CQ Today, 7/13). According to CQ Today, votes on all three bills are expected Tuesday (McGrane/Teitelbaum, CQ Today, 7/13).
