Wall Street Journal Examines Role Of Oil, Pharmaceutical Industries In Negotiations On Budget Package, USA

The Wall Street Journal on Friday examined how the oil and pharmaceutical industries "could end up colliding" as the House and Senate begin negotiations on a budget deficit reduction package. According to the Journal, congressional Republicans "are at a crossroads, unwilling to retreat on tax cuts but lacking the votes to proceed with major reductions in benefit programs," and, to "make do," they "must lean on old friends -- as the oil and drug industries are discovering." For example, congressional Republicans and oil companies hope to include provisions in the budget package that would allow energy exploration in part of the Arctic National Wildlife Refuge, but the move would require an agreement with Democrats on health care savings. Such savings could come from changes to pharmaceutical industry rebates on prescription drugs purchased by Medicaid, the Journal reports. Under current law, pharmaceutical companies must pay a minimum rebate of 15.1% for brand-name medications and 11% for generic treatments. The Senate budget package would increase both rebates to 18.1% for a savings of $2 billion, but the House budget package would not require an increase. According to the Journal, lawmakers likely will reach a compromise, but "that also may increase pressure on the House to move toward the Senate on rebates." Other changes could involve the current average wholesale price system, which is used to calculate prescription drug prices for pharmacies and physicians. In addition, the House and the Senate budget packages both include changes to rules on authorized generic medications that would require pharmaceutical companies to charge the federal government no more for brand-name prescription drugs than the price of authorized generic versions of the treatments for a savings of $180 million over five years (Rogers, Wall Street Journal, 12/9).
